The first thing to do is to wash the inside of the windscreen. Use a damp chamois leather and give it a good wipe over... this will remove the bulk of the gunk that accumilates there. Otherwise, all the cleaners mentioned by the other posters, as good as they are, will just push the gunk around and leave smears.
Once the windscreen has been washed and cleaned properly, then any of the above will work well. Glass cleaners are not rocket science, even a cheap household one will do the job of removing smears, although they all work best if you have a microfibre cloth which will make all the difference. In fact, I have sprayed a side window with white grease and used nothing but a microfibre cloth to clean it to a smear free finish (It was an experiment, and not something I'd recommend!).

I have recently used a "Duzzit" Glass cleaning cloth. I clean first with spray window cleaner and use the cloth after it is dry to remove all the smears. Best method I've ever found!

A bit of vinegar mixed into some warm water. Use newspaper to wash it. Dry and polish with dry newspaper.

Any decent spray on glass cleaner (oddly I've found the green ones to be better than the blue ones!?!) and paper towel or "blue roll". spray on wipe off, keep replacing the paper towel to keep it dry.

ammonia and water (50/50 mix) with good quality papertowel works the best for me. fresh air and splash protection is highly reccommended, but it cleans glass great.
