I've heard people say this before. What does it mean to be someone's cousin twice removed?

It merely means you are a 3rd cousin, always start with the 1st cousin and whatever level you are from that point, thats how you are removed :) , just fancy manshy talk :)

twice removed means that you are someones second cousin. My example of this is when your cousin's have kids that makes them your second, third, fourth and so on.

as far as i've been informed, being "removed" from the family is something that results from divorce. like even though my aunt and uncle are divorced, my aunt is still family just my aunt once removed. although i'm not sure how it works when you get into higher numbers.

for all i know i could be wrong all the way around. but to me, removed means divorced because that's how you end up being disconnected from the family.

From how I understand it, it is how first, second and third cousins are defined.
Your uncle's daughter is your first cousin
Your uncle's cousin is your second cousin
Your uncle's cousin's daughter is your third cousin
Twice removed is how many positions from immediate family.
