y = (-2/3) x + 4
y = 4 is y intercept.

Ok, so assuming the equation is actually -(2x)/3+4=Y, that's in Y=MX+B form, so it should be pretty apparent, remembering that B is the Y intercept in that form.

Or, if you coudln't remember that, realize that the Y intercept will happen when X is zero, so plugging in zero for x will always give you the Y intercept.
