It's "Look, ma, no hands."
It goes back to films of the 50's with magician tricks in them and/or boys/men doing some stupid little stunt (like tripping over some but recovering gracefully by doing a little flip and landing on their feet). It's just a way of saying, "Hey, did you see what I did" in a "that was easy way". Like kids would do when they were showing off to their mothers.

Like a little boy showing off for his mother, say he's riding a bicycle and let's go of the handlebars.
It often precedes a concussion.
Not to be confused with "Top o' th' world, Ma!"
