First, make sure that you have your business license from the state that allows you to do business. Also check with the city clerk to see if the town requires a business license as well.
Next, figure out what you will be doing in the space. Do you need office space? If so, will you have fax, copy, computer, mail room, etc. Are you an artist, like painter, stained glass, millwright, etc.? If so, you will also need space for your craft. Make sure there is plenty of seating space available for your clients.
Is the entire store space going to be accessible to customers or only a portion of it. My husband and I do stained glass, and for safety reasons, customers aren't allowed in the back of the studio.
Look at how much lighting is available. Will you need to change the layout and add or remove any fixtures.
Make sure that the building is up to code with plumbing, wiring, etc. Also, check out what security is offered for you. Will you need to add your own or does the building (if you're leasing) offer that to you.
Contact a sign company (if the building owner does not take care of that) to get your sign made and in place.
Make sure that you have insurance to cover the replacement costs should anything happen in the store. Also, get coverage for mishaps or accidents that involve customers.
Also, make sure you have professional stationery and business cards. Open a business account at the bank and talk to them about your business will require financially.
Most importantly? Have fun. Having your own business can be rewarding, not just financially. Remember to give it the attention and dedication that it deserves. You are going to be competing with others in the trade and you want your business to stand out above the others.

I thought the business could be restricted to the amount of people you have. I would suggest beside setting up your phyiscal business, you could also consider setting up an online business by providing information on wedding related matters. It could supplement your incomes and the chances of success will be higher as your target audience is not expanded to world wide.

I can't imagine a wedding consulting business being successful in such a small town, unless you also offer complementary services (like gown and tux rentals, getting referral fees from bakeries and flower shops, etc.).
