For a quick, light editing like that, I recommend IrfanView (www.irfanview.com/ ). Although originally a viewer, it could do basic editing as well. Best of all, it's small, fast, and free.

Tips: For a basic image editing like what you're doing, running a full-fledged image editor is stupid, that's why it's best to have both a simple editor (like IrfanView) and a full-fledged image editor (my personal favorite: GIMP), I even have a mid-level image editor (Paint.NET) for some jobs that aren't worthy to be done by the full-fledged, but is too complex for the simple editor.

If the software you view your pictures won't do it. Do a copy & paste into MS word, publisher or power point with the picture and do it in that program.

Try FastStone Image Viewer ( http://www.faststone.org/ ) or Picasa ( http://picasa.google.com/ ). Both are very easy to use.
