Most credit Al Capone with having the deed done and Jack "Machine Gun" McGurn with the planning. Of course Al was in Florida on vacation when "Bugsy" Moran's boys were shot.

Al "Scarface" Capone was the planner of the Saint Valentine's Day Massacre. Capone sold tons of illegal alcohol during Prohibition, and George "Bugs" Moran was both a rival gang leader and a fierce competitor in the alcohol-distributing business. Without Moran, Capone could make a lot more money from supplying alcohol to the population. So he tipped one of Moran's men off that there was going to be a sizable liquor drop-off at a warehouse on Valentine's Day. Moran himself was going to be there. When Moran's men showed up at the warehouse, they were soon met by some of Capone's hit-men dressed in police uniforms. They were told to line up against a wall, and they were shot multiple times by the police impostors. Fortunately for Moran, he was late to the supposed drop-off. When he arrived and saw the "police", he hurried away.

That would be Al Capone. Mob boss/Chicago and he was found guilty for tax evasion and died of syphilis in prison. Never prosecuted for the St. Valentines Day massacre. Although there was motive, there wasn't sufficient evidence to prosecute him, especially since he was in another state when it happened. So at best it could conspiracy to commit murder and the Chicago PD wanted something to put Capone away for lifetimes not years. Hope that helps.
