The President of the United States has to be more than simply a citizen of the United States he/she must be NATURAL BORN citizen of the United States, be at least 35 years old and have lived in the United States for at least the last 14 years (Constitution, Article II).
The VP must be qualified to be President to take that office should the need arise (this is also in the Constitution in Article II).

No. The Vice President becomes the President, should the circumstances arise and only natural born American citizens can the President. For instance, the Speaker of the House of Representatives is the next in line of succession after the VP. However, the Speakier does not have to be a natural born citizen. For this reason, the line of succession will be breached and bypass the Speaker if s/he is not a natural born citizen.

The newly elected president does not get to appoint a vice president, the vice president is elected at the same time as the president and must meet all the same qualifications as the president , which means you must be a natural born citizen of the U.S. , which leaves Arnold out.

Can never happen due to the US Constitution's provision that you have to be a natural - born citizen. So even being appointed would not allow you past that. So Arnold could never be President or serve as Vice President since this is the second in line to President
