If you are specific by the name 'world cup', then I would say
by popularity....it would be Cricket.
Cricket alone draws more than a billion people to watch
specially the matches where India and Pak are involved.

Rugby has a fan base in Europe(mostly West), Australia,
S. Africa and Canada. Hence th.e total fan base is very small
compared to Cricket.

Cricket is watched almost all Common Wealth countries and
ex English colonies. In addition, where ever people from
sub continent India are there, it got to have some sort of
cricket.

That sports don't exist in usa but i wish they did because american football and baseball suck.
