Only for short periods of time, like less than 1 year if you don't want to stunt it.

Technically yes.
The problem then becomes that a single fancy goldfish would require a minimum of 12-15 gallons. Goldfish are social fish and should be kept if at all possible with 2 or more other goldfish for them to stay happy and healthy. Also, no other fish is really recommended with a fancy goldfish due to their high waste output, which creates large amounts of ammonia.
For a 10 Gallon tank, I'd recommend 3-5 Guppies (all male or all female, because they can reproduce over the weekend and you'll end up with hundreds in no time) or a single male beta.

yes you can but you will want to clean your tank at least once a week. i have two in a ten gallon tank they have been in this tank for a little over a year and are doing just fine. when you clean your tank only remove about half the water and if you have gravel in the bottom use a gravel cleaner to remove the built up waste.
I have found that you should not use a heater in the tank as goldfish are use to temperature fluctuation and keeping the water at a constant temp will cause them to get sick. Also check this site out to learn more.

no, even if you have a filter, the shear size of a goldfish will require at least 55 gallons with a powerful canister filter.
