I think they will do so over the next decade. Literally speaking, they already have replaced Liverpool as the top side of the last 2 decades.

That is a hard question if by silverware you include the Community Shield, FA Cup, League Cup, Champion's League, UEFA Cup, the former Cup Winner's Cup, World Club Championship, the former Toyota Cup, as well as the Premiership.
I think, in recent years, Manchester United has demonstrated that they are currently the best franchise in England. However, while being the best team is good enough to win the Premiership, winning the tournaments takes a bit of luck as well as being one of the best teams. A single off-day and you can be out of a tournament.
Liverpool is good enough to be competitive for the other silverware. As such, if you are talking about total silverware over franchise history, the only team I would be thinking might be moving up the overall rankings is Chelsea and that is because they have made a tremendous improvement in recent years from being a mid-table team to a top team and thus are now competitive for all the silverware.

If you mean in terms on no. of trophies won, I'd say no. Liverpool will always win the odd league cup or F.A. Cup, maybe even the Champions League.
But I think this is a stupid question - Liverpool have never won the Premiership, yet Man U have won it 9 times. I'd say they were already top dogs, personally. And before you ask, no I'm not a Man U fan. I probably hate them more than you...

Hard to say. In time they may but teams change all the time and so do performances. however if United can keep this team together and play to their potential, I would guess at the least they will dent the deficit!
