They seem to prefer to release them over plants. If you want to try to get goldfish to spawn, but don't have any plants, you can make a spawning mop, mentioned in the answer above. This can simulate a clump of plants for the fish to use, without the trouble of lighting and pruning live plants in your tank. Here's a website with instructions to make one: http://www.aquarticles.com/articles/breeding/Leong_Spawning_Mop.html If you have plants or use a mop, this makes it easier to move the eggs into another tank so they can hatch without being eaten by the parents.

If the fish don't have anything to lay the eggs on, they'll just release them in the water and they'll fall to the gravel, which makes them harder to remove. In this case, it might be easier to move the other fish into a new tank to prevent the eggs and fry from being eaten.

The eggs are sticky, so they'll attach to anything they touch as they're released.
