You have to be licensed by the Treasury department to travel to Cuba. Unfortunately tourists can't qualify for the license. It has to be for business travel,journalism,or visiting family.They are strict about who comes to their country.

As an american citizen LEGALLY if you do not have a relative there, no you cant , the US embargo does not allow US citizens and residents to travel to Cuba unless you are a cuban born , have relatives there or go under special circumstances religion, study, or journalism.
One of the Dept of Treasure requirements to issue the permit is that in order to travel there you have to have a close relative ( and to prove it u need to provide that person's ID # , like you driver's licence # and the address where you will be staying) and have not been there in the last 3 years, then you may apply for the permit that is only good for 180 day ( not 6 months but 180 days). That is the reason why so many people use a 3rd country to travel there.
People from the US still travel to Cuba tru a third country like Mexico ( Cancun, Mexico City) , Bahamas, Jamaica, Canada..etc, in order to avoid the penalties that US government applies to the travelers the Cuban government does not stamp the US passport to them.
Mine was not stamped, but I went with the US permit anyways :)

Cubans are some of the nicest people I have ever met. Unfortunately with few exceptions, missionaries, journalists. Educators etc. Americans as you know can not legally travel to Cuba. Many do through Canada, Nassau, Cancun and many other countries . It is very sad that the American government continues to hurt the ordinary Cuban with the embargo. Cuba is full of history, beautiful beaches, mountains and a host of other attractions. I have never had a problem after eight visits in talking to the average Cuban away from the tourist areas. Much of what you read or hear about restricted travel and Cubans fearful about talking to visitors is nonsense. I have shared bottles if rum and their picnic lunches with families on Cuban beaches and enjoyed dinners in their homes. Hopefully some day the embargo will be lifted which will help Cuban lives improve. It’s hard to believe that the U.S.A. which constantly brags about being the freest nation in the world can be so hypocritical by encouraging trade and visits with China a nation with a horrendous human rights record but continues to punish Cuba. No doubt, in seven years George Bush has killed more innocent people in Iraq than Castro has killed in forty years. Prices from Canada are very inexpensive for air only or AI

There are many Americans that travel to Cuba either through Mexico or Canada. Don't worry that your passport will be stamped. It Isn't. You will be given a visa that customs in Cuba will take a portion of. The other half is taken when you leave. You just need a passport for ID.
I am Canadian and have been to Cuba twice. Both times I met Americans in Havana that got there from Toronto.

You can go from just about any other country in the world to Cuba. The flight is very expensive even from the Dominican Republic.
Cuba hasn't seen a coat of paint in 50 years. It is run down, shabby and the people suffer from their Government. When I was in Havana I rented a 49 Plymouth and driver for 5 days. He wouldn't even talk to us because a friend who was Dominican he thought was Cuban Secret Police.
Cubans are NOT allowed to talk to foreigners for fear of being arrested and put in re-education camps. Same for prostitutes.
If you buy more than 2 lbs of rice a month you go to jail.
You go to a restaurant and they have a 4 page menu, they only have one or two items. You pass big stores and all the merchandise is in the windows and you can use the rest of the store as a roller skating rink.
Eat at a restaurant and there is a line up of people outside. They are waiting with a piece of newspaper for the scrapings off of your plate.
The only high rise buildings on the ocean/Malecon are for the Communists in power.
Only things in good shape in Havana are related to Communism (which doesn't work) and the revolution (which did work) and those are the things most bad for that country.
They blame it on the US but you can travel there from any other country without problem. Why are there such problems if they only don't trade with is the US? Government repression is the answer. That is how they keep the people down.
Why go to Cuba? Horrible place!

i live in england and i had no problems goin to cuba last year it woz the best most beautiful place ive ever been i dont see why you should'nt be allowed apart from the political differences the two goverments have but that should'nt be a problem for you
