There's not a best way because it depends on each individual situation. For example, some people work hard, perhaps do the same with two jobs, and still struggle to stay on top of their bills. These people are poor, and government programs should be available to assist them. In other cases, there are poor people who need to actualy get a job. There should be nothing made available to someone who isn't trying to help themselves first. These people just want everything handed to them and its not fair to those who actualy do work hard day in and day out and get nothing handed to them. But even then, situations may warrant such a person to be helped. What if they are too old to work, or disabled. That's why there's no BEST WAY, because for every solution to this problem comes a "what if." Everyone has their own situation and the best way to help that person depends on what the situation each person is in to decide how to help. So I guess to sum it all up: The best way to help the poor is to have an open mind.

Putting a cap on what the landlord can charge for rent, first of all. (Not just for the poor. The middle-class guy is hurting just as much.) The rents around here are ridiculous! I know there are housing programs where they help pay part of your rent, but waiting lists are very long, sometimes as much as six years. And not everyone qualifies.
For many people, by the time the rent is paid there is nothing much left over. So, for those who can, donating food to the local foodbanks would also help.
And thirdly, making medical care for everyone free, or on a sliding scale basis. This way everyone, not just the rich, would have good health care. (And getting rid of all the CEO's at the insurance companies who make hundreds of thousands of dollars per year, which make the premiums of health insurance beyond affordable.)
Last, let us support companies that make room for those who want to work and will train them for the job. There is so-o much unemployment in many areas of the country, so even if could they could work, they couldn't find a job anywhere.The only ones making money, again, are the officers of the company. Those officers can afford to take a pay loss. So could some of our government and state officials who keep giving themselves raises.
Oh, and by the way, don't forget all the aid we give to foreign countries, loans that will never be repaid. Some countries deserve it. Others do not. Don't know what to do about that except not to re-elect the people who are currently in office. All that extra money could certainly be used in programs that help the poor. Don't forget, not all poor people are on welfare. They are just struggling to survive.

I would say: 1) help the poor get a job and free job training; 2) help them get affordable education and training, based on their net income and monthly expenses; 3) help the poor get affordable housing (no one can do anything without security and a roof over their heads, the very basics; 4) double the minimum wage and increase the minimum wage annually; 5) provide incentives to get out of poverty; 6) provide free childcare during time in employment and/or training; 7) provide support groups. Stop blaming the poor for their impoverishment (many have had extremely difficult lives and stressors and ongoing stressors that would make it difficult or impossible for anyone to function; 8) provide medical and psychiatric treatment and suppport for ending addictions, most of the time caused by underlying psychiatric distress; 8) advocate for ending poverty and learn from countries with a low rate of poverty.

If You are a poor man, what you can give, charity? Why you are thinking that you can give in charity? Therefore God says, dadäsi yat: "If you are thinking to make some charity, give it to Me. You see. So these are all mental concoctions. Therefore Bhagavad-gitä says that "If you have got such mentality to give some charity, give it to Me. Come on." The first thing is you try to learn how to give God.
Now, suppose in the hospital, there are many patients. They are starving, many patients in the hospital. Do you know that or not? So why don't you give them food? They are starving. Why? Why don't you go to the hospital and you'll find hundreds of patients, they are starving... So similarly, why you are bothering? You are not bothering the hospital because you know that is right, they are starving. That is the physician's prescription. They must starve. So if you know God, then you will understand that you cannot help anyone. They are put into the starving condition under certain condition. So you cannot help them. You are simply thinking that "I will help." There are hundreds and thousands, millions of people starving. What you can do? Even if you try to give some something. What they can do? You are simply thinking falsely. What you have got to give? Just oil in your own machine. Try to understand God, instead of thinking foolishly, "Oh, what I shall do, this? What I shall do, that?" First, of all try to understand the situation.

It depends, some people are poor because they want to be (aka "The Lazy Ones") but for the rest of them, I think the best way to help them is to get involved doing things that can help better their situation, like volunteering at places where they hand out food, donating clothing, homeless shelters, etc.

educate them. Then they will be able to help them selves just as all of us educated people can help ourselves. don't give them money for food or something cause it is anyways going to finish some day, and they will become needy once again. But if they are educated then they can at least earn their own bread and butter. This is the biggest problem in under developed and developing countries like India. People have not understood the importance of education.

Volunteer your time working with people. Don't give money; do things like habitat for humanity, working at a soup kitchen, tutoring, etc.
Making an impact on a one-on-one basis is the best a non-millionaire can do.

I don't ever give to large charities because I don't trust that all of the money is going to help the poor. I think the best way to help them unless you know first hand of a poor family is to donate canned food items to your local food pantry. We drop ours off at our town library and to give directly to your local battered women's shelter and pregnancy crisis center.

the poor people are of two kinds:
1- those who just need money
2- those who are prepared to do anything to earn money without losing their dignity
so the best way is to encourage them to get a job and make their way much more easier to achieve their goal.
