Usually the darker the cloud the higher moisture concentrate, or the denser the cloud is. Pure White clouds don't bring rain.

Moisture content only makes the difference.Based on heights there are one type of clouds called high clouds.These are called cirrus,cirrostratus and cirrocumulus.They always look white as they contain less water content.They contain ice crystals also,but the water content is less.This is because of the low temperature at that height.We know that the air can hold more moisture if it's temperature is more and viceversa.So ,more height means less temperature which again means less moisture.So you can now come to the conclution that clouds with less moisture will be white.On the other hand, the low and medium clouds(the other type of clouds based on height)can contain more moisture as the temperature is comparatively more.As the moisture in the cloud absorb more sunlight, the reflected ray is grey.So, white clouds will not give rain whereas the grey cloud may or may not give rain.It depends upon whether condensation takes place or not inside the cloud.

this might be completely wrong, but:
clouds are made of water. this water is not pure, and so the more water in a cloud, the darker it is. since darker cloud suggests a cloud with more water, it is these darker clouds that rain.

There is no difference, just that you are looking at the amount of reflected light from the sun.
