First, clarify the size of tank. You can't possibly hold any of that besides a Betta in a 5.5 gallon tank. However I have never heard of a 5.5 gallon tank. I think you meant to say 55 gallon tank.
Second, get a good filter. Don't get any fish without a filter.
Third. If you have a filtered 55 gallon tank you could get the Jack Dempseys but they couldn't mix with Neon Tetras or a Betta. You need to decide on a community tank set up or a species tank. I would personally go with a pair of Jack Dempseys in a 55 gallon tank.

No matter what, you will need a filter for any fish you choose
And if it's really a 5.5 gallon tank you can't put a jack dempsey in there, because the tank is way to small for it

For a 5.5 gallon tank, unfiltered, the only possible thing you could keep in there, and alive, is a single Beta. It would require a 1/4 water change every other day though.
filtered, I'd say a pair of male guppies, maybe 3.

(You have a bubbler right?Also get a filter or you can't have fish!!! And that tank is way to small for a Jack dempsey)
Setup 1:
Why don't you get a few livebearers like guppies,mollies, and platies. You could probably get 1 or 2 of each fish and still have room for a snail, or one or two corydoras catfish, or one or two otocinculos.
Setup 2:
Get a gouramis like a dwarf gouramis, fire gouramis, etc. You could probably get one and get a snail or a otocinculos with it.
Setup 3:
3 tetras, 3 white cloud mountain minnows, and a snail.
You could also mix and match those fish to your likeing. But whatever you choose make sure you research them and find out everything about them before purchasing them!

most all fish need a filter. without a filter things can start to happen like having a high ammonia level which kills the fish, and you cant change the water to much because they need their water cycled. also your fish needs oxygen. fish that can be put in a tank without a filter are mainly:
Betta.
Goldfish do fine without a filter.
also guppy's
When you are considering keeping a fish without a filter (which really isn't that complicated of a process even for a child) then you are considerably compromising the life span and life quality of these fish, including goldfish who can technically live for awhile without oxygenated water. Think of humans as an example. Technically, we can live without extra oxygen, but medical findings reveal that we will not live as long, or as healthy without the added benefits of cardiovascular activities that add oxygen to our cells. The same goes for goldfish, bettas, and guppies. The more you oxygenate them, the stronger and heartier they will be. Needless to say, other fish who only breathe through gills will suffocate without filters and aeration.

are u sure? all that for a 5.5 gallon, or do you mean 55 gallon?
And if it is unfiltered your just asking for dead fish.
if it is a 5.5 gallon your only option would be a betta.
If you are dealing with a 5.5 gallon, you really need to check your fishes again, all of that for a 5.5 gallon....
