Look, you can be uncomfortable, or you can get over it.

if it makes you that upset for someone to see you naked in a gym or locker room that you need to ask if it is a 'crime', as in 'call a cop and arrest them' crime, then you need to not be naked in public. throw on some shorts in the shower before you come out. and don't be so paranoid.

I can only suppose you mean in like a locker room or gym, but I think the unofficial rule is it's fine to look someone in the face. But to look or kinda stare at someone is rude, weird and in general a sort of invasion of another person's space. And why would you do that anyway?

If this is a changing room in a private establishment, their regulations apply. If it is a public gym or swimming pool then local laws apply.
Generally, if you don't like being seen naked, keep your clothes on.

like at a spa or fitness club, you mean? If you are ashamed of your body, perhaps you should exercise at home, and then you won't have to be naked in a public bathroom.
