There are no qualifications other than being a US citizen, you simply register - and then you can vote in the primary elections for that party as well as in the general elections.

Be at least 18 years old, and give them money.
Registering to vote as a Democrat is the easy, unofficial way to do it.
They'll take anyone at this point.
