an african guy who lives not far from us today almost ran over my little boy and wife speeding along the sidewalk in his car before turning into his drive, with an ice cream in one hand. When I pointed out to him that this was dangerous, especially as children frequently use the path he became abusive at which point we left. Is this normal in the UK? Have people lost it? What can you do apart from stay at home?

OK racist if you wish, but you have met the worst type of black man. One with a bloomin' great chip on his shoulder.
I would report it to the police but because he is black they will do nowt about it. If it was the other way round the book would be thrown at you. Human rights don't you know. he has 'em you don't

If he was eating an ice cream and driving on the pavement he is committing a number of offences under the Road Traffic laws.I dont see how in any country the law can be applied if you dont report it?.Do things like this only happen in the UK ?.I dont think so.Why do you say 'sidewalk' it is not an English term you also mention the mans colour .Do you come from somewhere that doesnt allow black people on the pavement?

If he did that while I was on the sidewalk I would shoot him in self-defense. His car was a deadly weapon and I would not be charged for defending myself and all others there. That's part of why we have guns in America. Keeps the sidewalks safer.
I'd like to remind Noelle that the asker didn't mention race, just continent of origin. Does Noelle think only blacks can be Africans?

I don't know whether you are in UK or not but if you are, it is an offence to drive a motor vehicle on the footpath contrary to Road Traffic Act 1988 Section 34. Take the matter to the local Police and ask them two questions:

1. What action are they taking to stop drivers driving on
the pavement?

2. What action are they taking against drivers parking their
vehicles on the pavement?

Call the local police. Make a report. Even if they can't give him a citation based on your report, they will see it the next time he's stopped for anything.

Ice cream, you say. Just hope that's not a "gateway substance" that leads to harder stuff.

what action can be taken against people who jaywalk because they are too lazy to walk a few yards to the intersection? what action can be taken against joggers who use the road when there is a sidewalk three feet over because they claim it's inconvenient to have to keep jogging around other pedestrians? Can we run these people over?

You can still report the licence plate to the police who should follow up your complaint. They should at least get a caution from that.
