Where does the focus on defending our rights to property ownership start? At the local, state, or federal level?

Start in the streets of our hometowns, or take the fight to the head of the beast?

It starts with citizens voting.

When the courts upheld using eminent domain to build commercial developments that would help the community at the expense of a few, politicians quickly put laws in place to curb the practice. If you hadn't voted for those people, you would have had politicians that would have embraced the decision and been eager to use it even more.

I agree with eminent domain, but as you allude to in your question, we have to guard against abuse. Just make sure your voice is heard at council meetings and other sessions of government. You can keep the use of eminent domain in check just by keeping people informed.

The United States Supreme has already voted to allow Eminent Domain to be used for private business development. It should be noted that their ruling contradicts the United States Constitution in spite of the fact that the Court exists for the purpose of enforcing the Constitution.
But this is a battle that can be successfully fought in the Court of Public Opinion. It has worked in Syracuse, New York! Some businesses and homeowners were threatened with having their property taken away to be used by a private developer. So they joined together and did a massive publicity campaign. Public opinion against the use of Eminent Domain because so great that the developer was facing the loss of customers, business partners, and investment funding. He finally had to withdraw the Eminent Domain request.

Well to me a person who does not take fair market value for properties that are being purchased for development is crazy and greedy but I guess if you had your heart set than fight at your local level for ground in that state

It works like this. We live in the USA. Each state is USA property, each county is USA and State Property.

The Government grants us the right to own it's land, and can take it away.

You will not get rid of Eminent Domain, and everyone who is forced to sell their land at a fair price back to the government will cry abuse.
