Aha! If it isn't the grandma-hater.
Can you not imagine that your mom may have a good reason for cancelling the party? Maybe you didn't get anything done all summer? Maybe you didn't do your chores?
This seems an easy problem to me--what are you going to do so that Mom will let you go? Wash her car, vacuum it? Mow the lawn? Do the dishes? It's your choice. All you have to do is choose something to offer her in exchange for her permission to let you go.
Stop sitting around watching tv. It will make you fat and stupid. Try learning something--my son's favorite game is Rome Total War. He's learned a lot about war, strategy, history, how to build better weapons, etc.
If you're old enough, it'd be a good time to get a job. My son had a 6 hr/5 days/week job for 6 weeks this summer. It was fun, and he earned $900+. That's not chump change. A kid could do some serious damage with that.
Two things I always tell bored kids during the summer:
#1 Work out--you want to be buff and tan when you get back to school.
#2 Learn how to cook. You would not believe how popular you can be in college if you only know how to cook. Pancakes, brownies, scrambled eggs, grilled cheese sandwiches--easy, easy stuff will have every girl in smelling range camping out on your doorstep.
I know that it seems like all the adults in your life, me included, are just here to make your life miserable. But no one, NO ONE will ever love you as much as your mama. You can trust that whatever she does is with your best interests in mind, even if it doesn't seem that way just now.
You sound so much like my son, Joel, I almost feel like I know you. I can hear your complaints in my head about the bd party. That's exactly how it would sound with him, too. I do care about you. You're smart, you're cute, stubborn as all get out, but you're going to make an excellent adult. If you try.

Tell her you want to get a job or start volunteering. Show her you can do more than sit around and watch TV. Then in a couple weeks you can throw your BFF a suprise b-day party, and tell her this was the reason you didn't come. Your mom is probably just mad that all you do is sit around the house all day.

If I were you I would make her promises and tell her you will do something for her. Promise her you won't drink or do drugs or have sex. All the stuff moms are worried about, but keep the promises so you earn her trust.
Or just bother her so she'll let you go. Or cry or something.
Be like "Mom! She's my best friend! I promised her I'd go! You always told me to keep my promises?! And now you're making me break them, Please mom!! I promise there isn't gonna be anything bad there and you can pick me up whatever time you want! Just let me go! I'll come home and do a bunch of chores!! Please!!!!!"
That works for me!

You can't do anything. You are a minor and as a minor you have to do what your parents say. There is no way around that. If you leave anyway, without her consent, she can call the police on you.
Now, with that being said, have you tried talking with her and explaining how you feel? If not, you should give it a try. Perhaps ask if you can go for just a few hours instead of the entire party....it's worth a try!

Have you been disrespectful to your mother. Is there going to be bad influences at the party? There has to be something else your not saying b/c no mother would ground their daughter from her bf bday unless there is good reason. You just being lazy is not a good reason- unless you are not doing your chores around the house, etc.

Try to reason with her. Why won't she let you go? Could it be because you spent the entire summer sitting around watching TV? See if you can work out a compromise.

You should ask her for her reasoning. Maybe she does not trust your friend or the place where the party is taking place. Or maybe you have done something to loose her trust so she wants to keep you close to home.

It depends why she won't let you go. Maybe she doesn't approve of your friend. You should ask her gently. Don't whine or complain--be mature about it. It does help to be extra helpful and polite, but don't overdo it or be fake at all. Best wishes & good luck!
