I have tested the fpr by removing the vacuum hose while cranking and no fuel comes out. Someone told me that this means the fpr is ok. Does this absolutely mean it's ok or can there still be something wrong with it? Fuel is being delivered to the fuel rail and not getting into the engine. The car starts with staring fluid. I have narrowed the problem to bad injectors or a fuel pressure reg.

Just because fuel didn't come out doesn't tell you much, just that the diaphragm isn't cracked. To tell if it is working you need to hook a fuel pressure Gage on it and monitor the fuel pressure will cranking the engine to see if it is in spec or not. I am going on the assumption that this car has multiport fuel injection since you said you had it narrowed down to the regulator or the injectors. Honestly what do you think the chances of all the injectors failing at once are? If one or two were bad the engine would still start, the only way all of them are bad is if something got into the fuel system and clogged them. I assume that you have verified you have fuel pressure? If so get your hands on a noid light, they plug into the harness at the injector connector so you can see if the ECM is trying to pulse the injector, you can get one at your local parts store and they are cheap. I am betting you either got no fuel pressure or an electrical problem that is causing the injectors not to pulse.
