It evolves into Gyrados at level 20, so catch one like a lvl. 9 one, use the exp. share, beat high level pokemon with your starter or legendary or what and it will evolve sometime.
You can also just use a Good Rod at a pond in the Great Pastoria Marsh.

You need a waterstone to evolve magicarp before level 20 or so.
