That's Jeffree Star. I think he goes in a category of his own. But I would say that he is probably closer to transsexual or transgendered because he dresses like that most of the time and often uses female terms to describe himself. Drag Queens dress like women part of the time and usually have stage names that are different from their regular persona.

Well it depends. If they dress like a woman all the time it is considered a transvestite. If they dress like a woman in over the top clothing and make up then they are considered a drag queen. I would call that person in the pic a transvestite.
