It seems to appear at the end of statements and does not seem like it means "just kidding" or "hey". And what is the deal with the colons?

The wink emoticon would sometimes mean they are being suggestive or teasing, or they could be egging you on for a witty response.

when people put stars or colons around words like this it means that they are saying what body language they would use if it was a proper conversation.

for example- *cries* means they would be crying
*walks out of room* means they would walk out of the room


etc

I would understand it as the person is winking at you through the internet, lol.... like (((((((( ))))))))) equals hug... at least to me
