A franchise tag means that the player is tendered a 1-year guaranteed contract equivalent to the average of the five highest salaries in the NFL at his position. The player can negotiate a long-term deal until July, then has to play under that 1-year cap hit if a deal hasn't been reached. He can negotiate with other teams (unless he is tagged as an "exclusive rights" franchise player), but any other team that would sign him would have to surrender two first-round draft picks to the player's original team, unless an agreeable trade is reached.

It means the team he played for gets exclusive rights to negotiate with the player. If he can't get a new contract and his team doesn't trade him he gets a one year contract that is worth the average of the top 5 players in his position.
The reason players don't like this is because they would like to go in the open market and get a long term deal with a lot of guaranteed money up front.

That they can make a minimum salary that year and still play for that team. Basically, they don't get payed what they should and thats why players like Lance Briggs are pissed when they get the franchise tag.
