please keep in mind I say this is a false allegation.
If Jane Doe alledges That I touched and or moved her panties at the top of her pants line, does this allegation match the punishment and charge of touching the genitals with the intent to arouse or gratify ?

You have asked a lot of questions. Every time you use the words "and " or "or" you ask a separate question under law. Any offense must be proved by specific "elements." Each and every element must be proved to convict. As for fudging the charges to get a conviction? -- It happens in the plea bargaining process everywhere and all the time. Whether this process is "legal", "ethical", and constitutes "punishment" is really a philosophical matter, not a legal one. As a last point, what is true or false means nothing under the law. Only God knows truth; the law deals in evidence.

The allegation is really one of sexual harassment. In this case, Jane doe is accusing you of attempting to stimulate her by pulling on her panties. The allegation is that the act was meant to cause stimulation by contact to the genitals.
