While it may sound stupid, if you have a cordless electric drill ( A GOOD one, not a cheapie! ), you could buy a super-long drill bit, and just simply drill into the ground to make a hole. The bit wouldn't last long ( for metal or wood ), but for dirt, it would be ok. Unless you hit concrete or asphalt, it should work fine. I assume you're talking about those coat-hanger like sign hangers, or political signs, really lightweight metal posts.

I'm guessing the use of explosives is out right? Next thing I would try is soaking the ground, small trickle from a hose for a couple hours, put the post in and if you have a fork lift put a heavy object on it and use that to drive it in. Power down on a (tractor) bucket/bobcat would do it too.

POST DRIVER
HAND HELD PILE DRIVER
Basically a large steel tube with handles on the side and a large steel cap on the top.
You put it over the stake and pound it in by lifting the driver and slamming it in top.
Easy to make if you have a welder and scrap steel

You are probably hitting a rock, gas, water or sewer pipe. I would dig out the area and see what you are hitting or call 1-888-DIGSAFE (344-7233) to see if there is any buried utilitys in the area befor you drive a fence post through a water, gas or electrical pipe.

Get a cheap cordless drill and as long a drill bit you can find of the diameter you need (smaller than the wire diameter optimally for snug fit).
