You may be confusing a recent event.
Bush had surgery and for a short period of time he was not able to perform the duties of the president(no jokes here please).
There is a constitutional provision that states that when the president is incapacitated that the Vice President becomes Acting President. For a short time therefore, VP Cheyney was Acting President.
