You normally get one after you enroll at a college or university and your pay for your tuition and fees.
Or are you asking for a fake student ID card?!

At my uni (Leeds Metropolitan University) we were given our Student ID card in the post just before we started the course. This card didn't have a photo on so we had to update it with a photo on by going to special booths on campus in the first two weeks of freshers.
Recently the magnetic strip on my card stopped working, when i using the library at 4 in the morning the turn spike things wouldn't work so security told me to the Help Desk/Zone and get a new one. They gave me a brand one no probs.
Do they have something like that at your uni?

I assume that you are not enrolled since you don't have a card already. Most schools require you to have one, and a parking pass, when you enroll.
Go to the main campus office and enroll for classes and request the card then. Not sure what you are wanting it for if you are not a student, but enrolling is the first step.

Usually you can pick it up at the Registrar's Office on campus. But if you just need an I.D. you can get one at your local Department of Vehicles. Often they have a day after classes start when they take I.D. photographs. They like to have your picture in their files too for identification purposes.

Usually the school has a department where you have to go and get your picture taken for your student id. At my school, we had to go to the public safety office.

You are given one when you enrol
In fact you have to have one to do just about anything in Uni such as getting library book to logging on to a computer in uni even need one to get into my library
