A hillbilly is an older term, referring to poor, dim-witted, uneducated people living in mountainous areas, e.g. Appalachia, the Ozarks, etc.
A redneck refers to rural, boorish, usually southern people who may or may not be poor or uneducated.
I've noticed that in more northern areas (Illinois or Indiana), they call people "Hoosiers", who would normally be called rednecks down south.

Note the answers above regarding southern vs. Appalachian.
I think, however, there is another implied difference: A hillbilly may be ignorant, but a redneck is both ignorant and prejudiced (take your pick what a redneck's prejudices may be!).
Both of these are stereotypes.

Redneck, in modern usage, predominantly refers to a particular stereotype of people who may be found in many regions of the United States or Canada.
Hillbilly is an often pejorative term referring to people who dwell in remote, rural, mountainous areas. Usage of the term "hillbilly" generally differs from other terms referring to rural people in the United States in that it can be used for mountain dwelling people anywhere but is generally not used to refer to rural people in non-mountainous areas
