My non- aggressive goldfish will die if this keeps going on. Thats what happened to the goldfish before it.

You are right, the target fish will die from the constant harassment. The bad thing is, the only solution is to separate them somehow. Either a tank divider if that's practical for the tank or another tank.

Put lots of plants and other hiding places for the goldfish.

You don't say how many fish you have but if it is only a small number you could get a larger tank and more goldfish and this might solve the aggression problem. Some fish improve when there are more in the group.

Otherwise, I would get a smaller tank and move the aggressive one to it. If this is not possible, you can buy a dividing screen for the tank and isolate them. The problem with this option is that they don't get the full range of the tank for swimming.

I had an aggressive catfish that wasn't going to change and so I "donated" it to a local aquarium shop. They were fine about taking it as long as it was healthy. I probably would do this if I were you because of the history of the goldfish. It isn't worth the grief.

This could be a male goldfish trying to mate. Either way you pretty much have 2 choices:
1 - Get rid of this goldfish.
2 - Get more goldfish which means larger tank, hiding places help, etc.

I agree on maybe getting another aquarium and just let that goldfish by itself or with other smaller fish that will get along with it. Thats they only safe way to protect your other goldfish. I know its not great to hear but.. it is what it is. Maybe the petstore would take it back?? Also one more thing a divider!! Get one of those and get one that *isnt see through* so no fish gets jealous, mad at the other and starts to bang thereself into the divider and ends up killing it self. How big is your tank? What kind and how many decorations do you have? Dividers are very cheap to buy and even cheaper to make. If you can't afford a bigger tank, then get a divider. They are as cheap or cheaper than buying a new fish.

you should get another fish bowl for the mean fish.
