I think that they are home-schooled except maybe the muggle-borns who actually go to a proper school.
Obviously they do know how to read if they are able to read their Hogwarts letters, names of the witches/wizards on thier Chocolate cards or even the names of the latest broomsticks before they even start Hogwarts.
But where does the part of 30yr olds having the iq of a 10yr old come from?

Well.. I've wondered that for awhile in lines of the wizard families. I guess it was the parents resonsibility to teach their kids the basic before going to Hogwarts. But with the muggle borns they obviously did go to school before Hogwarts because they didn't know they were wizards until they were 11..which is like 5th or 6th grade age so they would have learned a lot before going

I don't know if they have a use for math or reading. However, Hogwarts starts when they're 11, and before then Harry attended muggle school where I'm sure he was taught basic math and reading. Maybe wizard parents teach their kids that stuff at home before they enter into Hogwarts..?

This is a question most fans have wondered for a while. Jo has said that it's the parents responsibility to teach their kids the basics like that before they go to school. I think that because of the strenous nature of their course work, they don't need to do these kind of things. It's sort of all wrapped into one.

You cannot do potions without arithmatic, so it must be included in other curriculum.
