I just run into the same problem this morning. I think you are trying to replace the other disc and DLA would not allow you to.

Try this first:

You have to disable the disc-burning software that treats the cd/dvd-rom writer as a removable media like a thumb drive.
To disable DLA in Windows XP:

1. Right-click the drive name in My Computer.
2. Select Properties from the shortcut menu.
3. Click the DLA tab on the Properties dialog box.
4. Click the "Enable DLA on your drives" checkbox until
the checkmark disappears.
5. Click OK.

If that does not work and you still have the Roxio/IBM DLA program:

To resolve this problem in Windows XP, uninstall DLA. To do this, follow these steps:
1. Click Start, and then click Control Panel.
2. In Control Panel, double-click Add or Remove Programs.
3. In the Currently installed programs list, click DLA, and then click Remove.
4. Install Sim 2
5. Reinstall DLA
