Put an article into the College newspaper about having a meeting for anyone interested in starting a drama club to get together at such and such a place at such and such at time. Then go to the dean of student life and ask him or her how to get it chartered. You mean to say there is no theatre program at your college?

When I was in college I was a member of the student senate. If a group of people wanted to start a club they could write up a charter and appeal to the senate. The senate gave them seed money to get started. Try that. Good luck.
