Well, you are going to get brake dust on your wheels anyway you do it. You just can't drive something around and hope that it doesn't get dirty.
Typically the most expensive brake pad will be the ones that last longest. Meaning if they last longer then they throw out much less brake dust than the cheaper ones. However, you will get it on you wheels no matter what. Untill they devise a way to slow a vehicle down without softer metalized compounds compress against a hard metal surface directly attached to what is propelling the car then brake dust is just something you will have to live with.

The very best brake pads to prevent dust are organic pads. All Toyota Cars are equipped with organic pads from the factory. If you ever noticed, their wheels are never dirty. It's not unusual for them to go 60,- 80,000 miles on the originals. EBC makes Green Stuff pads which are organic. Go on line to find other brands. They are very kind to your brake rotors also.
The next best pads are ceramic. Somewhat dirtier but miles cleaner and kinder to rotors than semi or full metallic pads which grind brake rotors to death. They are also down right filthy as evidenced by red / brown crud on peoples aluminum wheels and tires.
