Keep in mind, there are plenty of great pitchers at Div II colleges, or III's, or even JC.
One of the reasons that not all great pitchers are in D1 programs is because the entrance requirements are oftentimes tougher. Thus, a stud who has the ability to get into Stanford, can't because their SAT scores and HS grades aren't good enough.

Sure. Most of your top picks are out of Div I or high school (and sometimes junior colleges), but picks from Div II or III schools aren't unknown. One example I can think of is Josh Sharpless (who was with the Pirates for a while earlier this season), who pitched for Division III Allegheny College.

I can even name a guy out of a D-III school. Bob Wickman from UW-Whitewater. He was drafted in the 2nd round in 1990.
