It depends on how you see it.
When we fly in an aeroplane, and if you ask is you clothes moving with you then if you are in the aeroplane it will appear stationery. But actually it is moving at the same speed as you and the aeroplane. Now, lets go on to bigger sizes. The Earth rotates[it does not revole] around its axis. The air around the Earth also rotates otherwise we will feel it is going in the opposite direction. Get my point?
When a person is flying in an aeroplane, then the air in the plane is also moving along with the plane so it appears stationery in relation to the plane.

Mostly, it revolves with the earth. The Hadley circulation (q.v.) in conjunction with Coriolis forces (q.v.) create easterly trade winds in the tropics, and westerly winds in the temperate zones, but these move slowly with respect to the earth's rotation.
