The governer is the state-level equivalent to the President. s/he is accountable to the people of the state, just as the President is accountable to the people of the country.
Given your additional information, I amend my answer:
Have you tried contacting your state representative/senator? Even though the governor does not report to the legislature, your state representatives are from your local area and may consequently have a more vested interest in keeping you happy :-))
You could also contact your local congress member (US House/Senate.) If it is a matter that can be publicly discussed (and could have public interest), then the media can prove to be very effective.

Which type of Governor are you talking about? Different countries' governments define the word "Governor" differently. In some places, there's even "School governors"
In the United States, I believe, each state's Governor reports to either the Senators [belongs to the Senate, not the House of Representatives] or directly to Congress. In the United States, each of the 50 states, has two Senators.

Depends on the state he's governor of.
He works with the legislature of his state and the courts. The three branches are roughly equal in authority, so no one is "boss" of another.
A governor Does function as a rallying point or a leader-- tries to push a voters' agenda through the legislature without getting shut down by the courts.

The voters. And the state Legislature - Senate/House of Reps/Assembly (depending on the state), and the state Supreme Court. Still 3 branches of government.

Voters.
The governor is basically like the President...but just of the state.
He is the chief executive, the head honcho.
So the only people he has to answer to are his constituents.

He reports to "Mrs. Governor." And she forgives him, and welcomes him into the inner sanctuary, where he is absolved of all sins past and present.
