We recently found out that our wonderful babysitter has been an orphan since she was 14 years old. She has been out of the system and supporting herself since she was 18. She has a car, an apartment, and is attending the local community college but she is struggling to make ends meet. Are there any government programs? Are there any foundations? Scholarship programs? etc...

At 21 she is an adult.Most Human resources divisions of the state governments look at the age of 18 as being able to help themselfs.
You as a friend/part time employer can do anything you want to to help.As for government that does not look too good.
