In a word... fear. Not doing things cause youre afraid to even if theres a lot to be gained(enjoying the beauty of the ocean)

Your quote brought to mind a line from Wallace Steven's poem The Auroras of Autumns:
"Is there an imagination that sits enthroned
As grim as it is benevolent, the just
And the unjust..."
Since no human being has the power to know the entirety of all the knowledge that exists, imagination is essential to fill in for what we're missing. If fear is allowed to control our imagination, it can inhibit us from appreciating what we do know, for fear of the potential within the blanks that lie within our knowledge. Imagination can be both a beautiful and destructive tool.

The ocean is beautiful ,and often I have stood by it's shores.My gaze in my hands, to often I fear.A cold day it has become and now I fear the tide.

It means to me that even in danger there can be beauty. The ocean is very dangerous. Any good sailor will tell you that, yet they speak of the ocean as "her" and often cannot tear themselves away.

For me that means sometimes you cant enjoy a situation, becuase you are to busy thinking about the possible implications and pitfalls of enjoying that situation.

well it means that if u are hurt once buy someone (probbably pretty) when u see next pretty person u will be scared to talk to her cuz of fear not to be hurt again
