I have experimented with this on a number of occassions. The best way to remove a scratch is to use Jewllers Rouge or a special paste on a felt bobbin which is attached to a buffing machine.
It is possible to remove the scratches, but as I was warned by the glass company that supplied the equipment, it leads to 'dishing', which means you get a distortion in the glass that gives you a fish-eye effect. This is okay if you are polishing the glass in a conservatory, but bad news on a car windscreen, and would probably lead to a failiure on a vehicle safety test.
So I have to concur, a replacement windscreen is the best option.

You can try smokers toothpaste. Or, take it to a windscreen place and they will polish it out if the scratches are not to deep

There are companys that can lessen the scratches from bad wiper blades. The best way is windshield replacement. It is amazing you will be able to drive into the sun again and road signs will be clear again.
