If youre talking about decimal place values below the decimal point (ie 0.000) then... well, I still dont know who... but it was a European mathematician... and it was a mere two or three centuries ago.
Its true that the generic decimal place system, above the decimal, was invented by ancient arabs and indians. But, for the longest time people used fractions to represent numbers that werent integers. It wasnt until just a few centuries ago that a European mathematician developed the technique to show fractional numbers as a decimal place extension of integers.

The number 0 and the decimal system were invented by ancient Indians, who passed on their knowledge to the travelling Arabs, who ultimately passed it on to Europe and the rest of Asia. From Europe, it travelled to the Americas (North and South America).
