© Unfortunately it is on the lower end of the distribution of male length. But this is not a big issue (like it is going to be the end of your sex life.) The length is not yet considered micropenis. It is just below the average (the average is 5-6 inches.)
The reason why I say it is still doable is that the nerve endings in a vagina are about 3 inches deep. Thus if you have the girth, despite the lack of length you can still satisfactorily satisfy women. Its just that, not all positions will be viable for you.

Sorry to tell ya, but 4 inches fully erect would be considered a "small penis." But in the end man, as long as you are stimulating the clitorus, you'll be giving a woman "please $ satisfication," as you would say.
