Unfortunately, I don't have a student permit yet and the professional driver's license also, so I ask if this is possible. I know it's hard but I can give a good pay to someone who can make this. Thanks

Contact AAP -Automobile Association of the Philippines, the process international licenses. For the local license, get your self a student permit from LTO. no need for fixers. got to Cebu City Office. Get a certification from a driving school and apply for license still in Cebu city office. You will get your license in no time without bribing anybody. may you can get your license in less than four weeks if your papers are in order.

i strongly advise against bribing. It gives us Filipinos a bad name and you will be giving the rest of us a hard time. They will be expecting something everytime we transact with them.

Do it the legal way. Go to the Land Transportation Authority. You wouldn't want to be caught with a fake license.

And do not take short cuts. This will make you a corruptor.

Go to LTO and you will find lots of fixers roaming outside.

it's better to ask info at the LTO's office... it's not advisable to get fixers you might get yourself into trouble
