Training and perseverance is the key. Take acting classes. Dance and voice lessons too. Audition for theatre productions both in school and out in your community. Then try to move on to bigger things (professional theatre, student films, grad films, etc.)
If you want to find a legitimate agent to represent you for commercials, TV & film go to Sag.org. Use the dropdown menu on the right labeled 'resources' and choose 'agent information'. On the next screen, on the left choose 'Find a SAG franchised agent' and follow the directions. You can look up agents all over the US, but there are higher concentrations where the work is (Los Angeles, NY, IL, FL, GA etc.)
Then you can send them your headshot, resume, and a cover letter stating that you are seeking representation and wait to see if they call you in for an interview.
Once you have an agent, they will get you the auditions, but until then you can check out actorsaccess.com. You can also see if your state has a film alliance. Sometimes they post audition information for projects filming locally. For theatre, you can go to backstage.com or http://www.actorsequity.org/castingcall/... If you find the audition on the Equity site, you still may be able to go, as long as their not taking appointments from equity actor's only :-) On backstage.com you have to pay to get all of the info, but the initial search is free and you may be able to see enough info to find out the rest on your own without paying.

Like the others say, take up theatre in high school. My friend who is in LA as an actor got the acting bug in high school senior year and was hooked. During your high school year, join or volunteer at your local community theatre or play company. Many are volunteer (non-paying) and some are professional. Get to know the local directors and actors/actresses, they are usually a fun, helpful community willing to help a young actress. After high school, decide on a college or university with a theatre arts program, my friend went to Boston University which had a very good program. During that, sharpen and buid your resume as much as you can, doing commercials, voice acting, and any professional work will help build your work history in getting your SAG (screen actors guild membership). SAG membership costs differ from state to state and you will need it if you plan on working in Hollywood. If theatre turns out to be more you thing, then you can try for Broadway, but either path can be very difficult that requires lots of perserverance, patience, and networking like crazy.

take up theater in high school
perfect your skill until you feel comfortable performing
take up anything related to acting and the business in college
keep focused, "eye on the prize"
start performing in you local community theaters to get more familiar on how things are done and it also good for getting experience and credentials
finally if you can manage to get one, try looking for a good agent to represent you, it should save you a lot of time and hassle when it comes to finding a gig performing or modeling
break a leg! just believe in yourself and always remember your goals
you can just thank me in one of your acceptance speeches in the future

Start out taking drama in school. Thats where many hollywood celebrities got there start. Also look into local theater. Many large towns have them.

google acting schools , or drama schools. most highschools also have a drama class so u may have to wait a little while
