junk/spam email problem.?

can I set up a message rule in Outlook Express that returns spam/junk/scam emails as undelivered.
I reckon that if I could do this it might make a spammer not be bothered sending undeliverable mail.

Not really. Spammers don't care if their mail reach their destination or not. In fact, the "return" address is likely faked or even has YOUR address in there! You don't think they're THAT easy to discourage, did you?

Just filter them out.
