It did, he had signed legal documents swearing that no sexual situations occurred in the White House as a part of the Paula Jones rape case. Those documents were perjury on this part. He was disbarred over the offense, and it was a crime that carried a minimum of a one-year prison sentence if proven in court.

Because the Republicans were on a witch hunt. They couldn't prove that Clinton had done anything illegal, so they went after him for immoral... and once he lied under oath about that, they had him on illegal as well. Entrapment? Either way, it happened.
It still has nothing to do with our current lack of a competent Judicial Branch.
