The question can be looked at as two separate events. For example, the first problem can be looked as one dice rolling a 5 and a separate dice 12 miles away at a friends house rolling a two. Order does not matter. The probability of rolling a 5 on a six-sided die is 1/6. The probability of rolling a 2 is also 1/6. It doesn't matter if you use one die and roll it twice, or 2 die rolled once. The probability of these events are both 1/6 each. To find the probability of both these events occurring, multiply the probabilities:
1/6 * 1/6 =1/36.
The second problem can be looked at in the same way. You have 2 rolls. The first roll you roll a # less than 4, or deductively, 1, 2, or a 3. The probability of rolling a 1,2,or3 is 1/2 on a 6-sided die. The probability of doing it twice is 1/2*1/2 = 1/4. So the probability is 1/4 of rolling both die a # less than 4.
