Well the most common ways are to sign up for a free web service, or pay for your web hosting.

To use these sites, it's a bit complicated, but for you to upload your files to the website, you need an FTP. And FTP is a File Transfer Protocol. a free one is found here:

there are many ways to design a web site you can use, frontpage or dreamweaver but honestly you can purchase a web site for a pretty reasonable price so it may be worth just buying one.. the company i used for my web site is http://www.mediablend.com/ they where great and very helpful

Some places have little wizards to help you, but it depends on what you want done. I would suggest a book on HTML and XML so you know a bit more to do a simple site. I prefer to use Adobe GoLive, but still need to know the fundamentals. HTML is very very easy to learn, it is just text formatting.
